As to your question, Complacent Charlie doesn't have continuity in the traditional sense. The closest thing to it we have is casual continuity of the kind one might see in The Simpsons. In other words, while actions may be referenced in later episodes they are not crucial to the viewing experience. With few exceptions, they can be viewed in any order. Those exceptions being A Charlie Halloween, which briefly references events of Charlie Gets Robbed, and the season finale Charlie Cooks.
The order was chosen as a way to introduce the character to people for whom this may be their first encounter.
